GENERAL INFORMATION

The Northern Star Award is an award specific to North Shore District.

The award is available to adults (or in special circumstances, youth) who render service to Scouting of a notable nature.

The award is made available annually on the basis of:

One to a registered member of each unit, the member being nominated by their own unit.

One award to a registered member of the district's committee, nominated by the District Chairman.
-
One award to a registered member of the district's commissioner staff, nominated by the District Commissioner.
-
One award to a registered Scouter at large from the district, nominated by the District Executive.
-
Special awards to non-Scouters, or youth members, nominated by anyone in the district, with review and selection by the district awards committee and joint approval by district Key 3.

In appropriate circumstances, upon joint agreement and selection by the district Key 3, additional Scouter awards may be made by the district.

A Scouter should not be awarded the Northern Star if receiving the Silver Squirrel or District Award of Merit in the same year (This restriction does not apply to Silver Beaver, which is a Council award.).

A Scouter may receive the Northern Star Award in multiple years (this should generally be done with careful consideration).

It is not appropriate to nominate oneself for this award.

A professional Scouter or other council employee may not receive this award based on employment service. However, a professional Scouter or employee who also serves as a volunteer Scouter may be eligible, based on volunteer service.
REQUIREMENTS

A adult *registered* Scouter (or under special circumstances, a registered youth member, or a non-registered adult) may be nominated for this award.
Youth nominations should be rare, and should be for circumstances in which a youth member has done something of such outstanding nature to positively impact Scouting that a youth recognition is appropriate. Some examples of appropriate situations may be:

Significant and sustained service to training programs in the district or council.

Exemplary service to the community which goes beyond that required for advancement and represents the best of Scouting's values.

Outstanding service to Scouting's success outside the youth's own unit.
Similarly, non-registered adult nominations should not be the norm, and should be for circumstances in which the person has so positively impacted Scouting that recognition is appropriate. Examples of appropriate situations may be:

Notable assistance in conducting the Friends of Scouting or Popcorn campaign (not for making monetary contributions).

Providing opportunities for Scouts that may not have otherwise been available.

Assistance in membership recruitment and/or starting new Scouting units.
Both youth and non-registered adult nominations are treated specially - award consideration is by the district awards committee, and it does not count against the unit's one per year nomination.

A nominee must have rendered noteworthy service to Scouting in one of the following ways:

by North Shore District Scouters or units to Scouting - not necessarily confined to within North Shore District.
-
by Scouters outside of North Shore District to Scouting within North Shore District.
-
by non-Scouters to Scouting within North Shore District.
Note: The nature and value of noteworthy service should be enough to be considered worthy of special recognition. It may consist of a single plan or decisions, or for sustained service over an extended period of time, which positively impacted Scouting.

Consideration is to be given to how nominees exemplify Scouting values in the conduct of their service.

The nominee's attitude toward and cooperation with the district and/or council is to be taken into consideration.
PROCEDURE

Annually, each North Shore unit may nominate an individual ("their star") from within their unit to be recognized by the district for their contribution to the Scouting program.
Additionally, the District Key 3 may make nominations as follows:

the North Shore District Chairman may nominate one ("their star") from the district committee.

the District Commissioner may nominate one member of the commissioner staff.
-
the District Executive may nominate one registered Scouter at large from any North Shore unit or the district staff.
The North Shore district chairman will appoint a temporary special awards committee of not more than five persons who will administer the nomination process and consider other candidates for the award.

The following procedure is suggested for such presentation ceremonies:

The recipient and spouse should be in attendance at the annual meeting or recognition dinner.

The award may be presented at this time with appropriate congratulations.
